Background

The Ventura County Department of Airports is responsible for the operation and maintenance of two public-use general aviation airports: Camarillo Airport (CMA) and Oxnard Airport (OXR). The department aims to enhance airport infrastructure to ensure safe and efficient operations while complying with regulatory requirements. This solicitation seeks Statements of Qualifications from qualified airport planning and environmental consulting firms to support various capital improvement projects outlined in the Airport Capital Improvement Program (ACIP). These projects include those funded through FAA grants, state aviation grants, and local revenues.

Work Details

The selected consultants will provide a range of professional services on an as-needed basis, including: - Development and updates of Airport Layout Plans (ALP) - Environmental documentation such as NEPA Categorical Exclusions (CatEx) and Environmental Assessments (EA) - Technical environmental studies covering noise, air quality, biological resources, cultural resources, hazardous materials, water quality, and socioeconomic impacts - Coordination with local jurisdictions on land use compatibility - Preparation of stormwater management plans and hazardous materials management plans - Public involvement programs and community outreach efforts. The contract will cover both FAA-funded planning studies and locally funded initiatives.

Period of Performance

The contract will be effective for a five-year term from 2026 to 2031.

Place of Performance

Services will be performed at Camarillo Airport (CMA) and Oxnard Airport (OXR), located in Ventura County, California.

Bidder Requirements

Firms must demonstrate the capability to provide all required services either through in-house staff or identified sub-consultants. All proposed sub-consultants must be named in the SOQ along with their roles and qualifications. Preference will be given to consultants located in Ventura County or those with fully staffed offices in the county. Additionally, participation in Disadvantaged Business Enterprise (DBE) programs is encouraged.
