Background

The Massachusetts Bay Transportation Authority (MBTA) is seeking to procure EPDM Roofing, Adhesive, Coverboard, and Insulation for its Boston Engine Terminal facility located in Somerville, Massachusetts. This Invitation for Bid (IFB) aims to solicit proposals from qualified bidders who can meet the project requirements outlined in the solicitation. The goal is to ensure the successful installation of roofing materials by a certified contractor, with work expected to commence around September 2026 and last for approximately seven months, subject to weather conditions.

Work Details

The following roofing materials will be procured: 1. EPDM Roofing Membrane – ASTM D4737 Type I, non-reinforced, 60 mils thick, with a tensile strength of at least 1425 psi and tear strength of at least 170 lbf/in; quantity: 338,000 sqft. 2. Bonding Adhesive – Low VOC with coverage of 60 sqft per gallon; quantity: 5,650 gallons. 3. ½” Coverboard - Glass-Mat Gypsum Roof Substrate Board ASTM (C 1177); quantity: 338,000 sqft. 4. 2” Roofing Insulation – Polyisocyanurate Board (C1289, Type II, Class 1 felt facer) with specific compressive strength and thermal resistance properties; quantity: 355,000 sqft. The roofing assembly must meet FM Global Wind Uplift Requirements and include a warranty of 30 years No Dollar Limit (NDL) that starts upon substantial completion of construction. Annual inspections by the manufacturer are required upon request.

Period of Performance

The contract will be performed starting approximately in September 2026 and is expected to last for about seven months; however, this may not be consecutive due to winter weather conditions.

Place of Performance

All items will be delivered to the Boston Engine Terminal located at 70 3rd Avenue, Somerville, MA 02143.

Bidder Requirements

Bidders must comply with the MBTA's Standard Contract Terms & Conditions and provide proof of insurance as per the MBTA Minimum Insurance Requirements. Additionally, bidders are required to complete Form H: Build America, Buy America Certification Form as this contract falls under federal funding guidelines.
