Professional and Technical Assistance for Title V Air Permit Complianc

Background

The Sewerage and Water Board of New Orleans (SWBNO) is issuing a Request for Proposals (RFP) for professional and technical assistance related to Title V Air Permit Compliance. This initiative aims to ensure compliance with the Clean Air Act, specifically focusing on Title V Part 70 Operating Permits for the SWBNO Power Plant. The selected contractor will provide specialized expertise in managing air permit compliance and addressing regulatory issues.

Work Details

The contractor will perform the following tasks: 1. Evaluate the existing Part 70 Operating Permit (2140-00128-V5) and create a report with recommendations for achieving compliance. 2. Prepare drafts of required periodic air compliance reports, including Annual Compliance Report, Semi-Annual Compliance Reports, Green House Gas Report (GHG), Annual Capacity Factor Report, Annual Specific Conditions Report, and LDEQ Emission Inventory Reporting Inventory (ERIC) Report. 3. Provide assistance with air permitting-related issues, assuming 100 hours of effort per year for various tasks as requested by SWBNO EA. 4. Prepare a draft permit renewal application for the Part 70 Operating Permit, which is due March 13, 2028, and provide an engineer’s stamp on the application. 5. Optional tasks may include permitting additional turbines or relocating auxiliary generators.

Period of Performance

The contract period is two years with three one-year renewal options, beginning after approval by the SWBNO Board of Directors.

Place of Performance

The work will be performed at the SWBNO Power Plant located in New Orleans, Louisiana.

Bidder Requirements

Proposers must demonstrate specialized experience in Title V permitting processes and compliance with specific conditions found in Title V Permit No. 2140-00128-V5. Additionally, bidders must comply with DBE participation goals set at 9% and submit required forms related to economically disadvantaged business participation.
