E-Pollbook Software Install and Laptop Rental

Background

Forsyth County, North Carolina is seeking to engage a private firm for the installation of e-Pollbook software and the rental of laptops and printers. The goal is to support the e-Pollbook system during Early Voting and on Election Day, ensuring efficient and accurate election processes.

Work Details

The contractor will provide: 1. 170 laptop computers with NC State Board of Elections’ software installed for use during Early Voting and Election Day. Each laptop must have: - Microsoft Windows 11 Enterprise or Professional version 22H2

Minimum 8 GB RAM

- Minimum 30 GB free hard disk space - Minimum x64 processor (1.4 GHz - 2.0 GHz recommended) - Minimum 1024 X 768 video screen resolution. 2. Two different software installations for Early Voting and Election Day laptops. 3. 150 black & white printers with high-yield toner cartridges (preferred capacity: 5,000 pages; minimum: 3,000 pages). 4. Accessories for each rental unit including a mouse, mouse pad, power cords/blocks, black printer toner, and connection cables. 5. Detailed pricing for all service categories including laptop rental cost per unit, printer rental cost per unit, load capture pricing, BitLocker installation pricing per unit, software installation pricing per unit, Microsoft Windows installation pricing per unit, black printer toner pricing per unit, accessories rental pricing per unit, shipping costs, and any additional miscellaneous costs.

Period of Performance

The contract performance timeline includes: - Delivery of load capture devices between September 14-18. - Delivery of 60 Early Voting laptops with accessories by September 28. - Delivery of 110 Election Day laptops with accessories by October 16. - All equipment must be returned to the vendor between November 9-13.

Place of Performance

The services will be performed in Forsyth County, North Carolina.

Bidder Requirements

Bidders must demonstrate at least five years of experience providing similar services in North Carolina. They should provide three references from government clients with similar service requirements. The awarded provider is prohibited from subcontracting any part of this contract without express written consent from Forsyth County.
