Pollbook Printing And Packaging

Background

Forsyth County, North Carolina is seeking to engage a private firm to provide pollbook printing and packaging services for Election Day voting. The goal of this contract is to ensure that all necessary materials are prepared and delivered on time for the upcoming elections, thereby supporting the County's mission to facilitate a smooth electoral process.

Work Details

The selected vendor will be responsible for the following services: 1. Printing and packaging of pollbooks, including Authorization to Vote (ATV) forms, duplex printed in color on 8.5x14 paper. The ATV forms will be packaged into specialty notebook binders (provided by the Board of Elections) with a maximum of 500 sheets per binder. The vendor must print and insert cover sheets for each pollbook designated by precinct. 2. The Board of Elections will provide templates for the ATV form and cover sheets, as well as the data file containing voter registration information, which will be sent on Thursday night prior to Election Day. 3. All printed and packaged pollbooks must be delivered by Saturday morning at 10 a.m., October 31, before Election Day. 4. Data merging from an Excel file into the ATV Form Template must include specific formatting instructions such as font color and size, sequential numbering, combining voters in alphabetical order, and barcode requirements. 5. PDF files of all ATV forms must be uploaded to a secured FTP site or saved onto a thumb drive provided by the Board of Elections prior to delivery. 6. Printing specifications include color printing on specified paper stock, excluding certain voter categories from receiving ATV forms, three-hole punching pages, and ensuring binders are organized by precinct number during delivery.

Period of Performance

The contract period will commence upon award and is expected to conclude with the delivery of printed materials no later than Saturday morning at 10 a.m., October 31, before Election Day.

Place of Performance

The services will primarily be performed in Forsyth County, North Carolina.

Bidder Requirements

Bidders must demonstrate at least five years of experience providing similar services in North Carolina and have at least two satisfied county or government clients with similar service requirements. They must also possess sufficient financial resources to perform contract services and demonstrate their ability to meet required timelines.
