NY Forward Program Management and Grant Implementation Support Services

Background

The Village of Schuylerville is seeking proposals from qualified firms to provide NY Forward Program Management and Grant Implementation Support Services related to the Village’s New York Forward contract with the New York State Department of State. The contract encompasses three funded project components: construction of a new village community center, reconnection of the Old Champlain Canal under Ferry Street, and enhancement of signage and wayfinding throughout the Village. These components are administered under one State contract with a focus on compliance, documentation, and organized management.

Work Details

The selected consultant will provide services including: - program management and contract administration support; - reporting, reimbursement, and deliverable tracking; - procurement and consultant coordination support; - MWBE documentation and compliance support; - multi-project and interagency coordination; - meeting support; - communication support; - decision logs; - action trackers; - implementation planning. Specific tasks include establishing a master implementation schedule, tracking milestones, assisting with project status reports, organizing procurement materials, supporting MWBE outreach efforts, coordinating activities across project components, and maintaining communication with relevant stakeholders.

Period of Performance

The contract will be performed over a period starting from the date of award until all services are completed as per the requirements outlined in the RFP.

Place of Performance

The services will be performed within the Village of Schuylerville, New York.

Bidder Requirements

Firms must demonstrate experience with State-funded municipal capital projects, reimbursement-based grant implementation, New York municipal procurement documentation, and MWBE outreach and documentation. The proposal should clearly identify roles for any subcontractors or partner firms. There are specific MWBE goals set at 15% for both MBE and WBE.
