Background

The New York State Office of Addiction Services and Supports (NYS OASAS) is seeking proposals from qualified bidders to establish and operate a statewide technical assistance and support resource for addiction service providers. The goal of this RFP is to identify an organization with expertise in education, technical assistance, provider engagement, and a comprehensive understanding of addiction services in New York State. NYS OASAS oversees one of the largest addiction service systems in the nation, comprising over 1,700 prevention, treatment, harm reduction, and recovery programs. The successful bidder will serve as a centralized resource to support providers in navigating regulatory requirements and implementing new initiatives.

Work Details

The successful bidder will be responsible for the following activities:

1) Policy Implementation Support

Interpret state and federal policies for providers; provide education and training.

2) Consultation and Feedback

Gather operational challenges from providers and communicate them to NYS OASAS.

3) Community Engagement

Assist providers in developing strategies for community integration of services; reduce stigma through outreach.

4) Systems Knowledge

Maintain knowledge of relevant systems to assist providers with compliance. Staffing requirements include a full-time director with clinical experience in addiction services, along with sufficient staffing to meet all deliverables. Establish a Board of Directors within 60 days post-contract execution to provide oversight. Deliverables include regular meetings with stakeholders, synthesis of provider input into reports for NYS OASAS, development of policy briefs and implementation guides, community engagement toolkits, fiscal modeling toolkits, training webinars, and an annual statewide symposium.

Period of Performance

The contract will be effective for a period of five years starting from February 1, 2027.

Place of Performance

The services will be performed statewide across New York State.

Bidder Requirements

Eligible bidders must be not-for-profit organizations. There are specific goals for participation by Service-Disabled Veteran-Owned Businesses (SDVOB), Minority Business Enterprises (MBE), and Women Business Enterprises (WBE). Bidders must demonstrate experience in providing training or technical assistance to addiction service providers and familiarity with state and federal regulations impacting addiction services.
