Aggregate: Type II & III Micro-surfacing (MnDOT)

Background

The State of Minnesota, through the Department of Administration, is issuing a Request for Proposal (RFP) for ISSA Type II and Type III Micro-Surfacing Aggregate - Granite Material specifically for the Minnesota Department of Transportation (MnDOT). The purpose of this RFP is to procure micro-surfacing materials that will be delivered to MnDOT worksites or picked up by MnDOT personnel from the awarded responder's location. The state aims to ensure geographic coverage for statewide usage and may make multiple awards based on this need.

Work Details

The contract will involve the delivery of micro-surfacing materials, specifically ISSA Type II and Type III Micro-Surfacing Aggregate made from granite. Responders must provide products that meet the specifications outlined in Exhibit C: Specifications, Duties, and Scope of Work. Delivery is optional; if offered, it should occur during daytime hours at MnDOT worksites between 8:00 AM and 3:30 PM, Monday through Friday. If a responder does not offer delivery, they must indicate 'No response' in Exhibit D: Price Schedule.

Period of Performance

The anticipated contract term is from August 1, 2026, to July 31, 2028, with an option to extend for an additional 36 months as determined by the State.

Place of Performance

The contract will be performed at various MnDOT worksites across Minnesota where micro-surfacing materials are needed.

Bidder Requirements

Bidders must comply with specific requirements including submitting completed forms such as Attachment A: Responder Declarations, Attachment B: Exceptions to State’s Standard Terms, Attachment D: Responder Forms (including Workforce and Equal Pay Declaration), and Attachment E: Additional Information. Additionally, businesses seeking certification as targeted group (TG), economically disadvantaged (ED), or veteran-owned (VO) businesses may receive preference points in the evaluation process.
