Background

The Oregon Racing Commission (ORC) was established in 1933 as part of the Pari-Mutuel Wagering Act and regulates all aspects of the pari-mutuel industry in Oregon. The agency's mission is to protect the integrity of racing, safeguard the health of racing animals, and ensure public interest through medication regulations. The Department of Administrative Services, State Procurement Services (DAS SPS), is seeking to award a contract for analytical services to support these objectives.

Work Details

The contractor will provide Equine Laboratory Provider Services, which include: 1. Testing blood and urine samples collected after each race to detect prohibited substances. 2. Utilizing instrumental analysis methodologies for sensitive screening and detection of drug compounds, specifically Phenylbutazone, Ketoprofen, Flunixin, and Furosemide. 3. Employing liquid chromatography/mass spectrometry (LC/MS) for reliable confirmation of chemical identities. 4. Maintaining laboratory security and ensuring the competency of scientific staff. 5. Providing detailed methodologies for detection and quantification of specified drugs in biological samples. 6. Implementing quality control and assurance processes for sample handling and analysis.

Period of Performance

The contract will be performed from May 22, 2026, until October 1, 2029, or until the not-to-exceed compensation limit of $249,000 is reached.

Place of Performance

The services will be performed at the contractor's laboratory facility as specified in their proposal.

Bidder Requirements

Firms must be accredited by the Horseracing Integrity & Welfare Unit (HIWU) for all testing required by the Agency. Key personnel must have documented qualifications in analytical forensic toxicology with specific educational and experiential requirements outlined in the solicitation. Additionally, firms must comply with Oregon Tax Laws and provide necessary insurance documentation as specified.
