Whole Home Nitrate Filtration System

Background

The Oregon Department of Human Services (ODHS) is seeking bids for the purchase of a Whole Home Nitrate Filtration System as part of a pilot program aimed at addressing nitrate contamination in drinking water. This initiative is focused on improving water quality for residents in the Lower Umatilla Basin Groundwater Management Area, specifically targeting areas such as Boardman, Irrigon, Hermiston, and Umatilla. The goal is to provide safe drinking water by effectively removing nitrates from the supply.

Work Details

The selected contractor will provide a complete solution that includes: 1) System design and sizing for each home; 2) All necessary equipment and materials; 3) Associated electrical and plumbing work; 4) Required permitting and coordination with local authorities; 5) Installation and commissioning of the filtration systems; 6) Ongoing maintenance and servicing for one year; 7) Systems must be designed for whole-home treatment, not just point-of-use. The systems must reduce nitrate levels to ≤ 10 mg/L as nitrogen (NO₃-N), capable of treating influent concentrations of at least 20 mg/L NO₃-N, while maintaining performance under typical residential demand conditions. Waste handling must ensure that nitrates are not reintroduced into local groundwater or septic systems without proper treatment. Installation must integrate with existing plumbing systems and comply with all relevant codes.

Period of Performance

The services are expected to begin on June 1, 2026, with installation to be completed within 60 days of the issuance of a Purchase Order. The contract will cover a one-year pilot program.

Place of Performance

The work will take place at three sites within the Lower Umatilla Basin Groundwater Management Area in Morrow and Umatilla Counties, Oregon, including locations such as Boardman, Irrigon, Hermiston, and Umatilla.

Bidder Requirements

Bidders must comply with all applicable laws and regulations, including obtaining necessary permits. They should also demonstrate experience in providing similar services. Bidders are required to submit their proposals using the provided Quote Sheet and complete a Request for Taxpayer Identification Number and Certification Form W-9.
