Pavement Management 2026 Slurry Seals

Background

The City of Roseburg, located in Douglas County, Oregon, is issuing a contract for the Pavement Management 2026 Slurry Seals project (Project No. 26PW02). The goal of this contract is to enhance the city's infrastructure by applying asphalt emulsion slurry seals to improve road conditions and extend the lifespan of existing pavements.

Work Details

The contractor will be responsible for furnishing all labor, equipment, materials, and supervision necessary for the construction of approximately 44,961 square yards of asphalt emulsion slurry seal for Schedule A and approximately 2,812 square yards for Schedule B. The work includes public notification, traffic control, flagging, and pavement markings. The surface treatment will consist of machine-applied asphaltic emulsion slurry seal made from crushed aggregate, emulsified asphalt, fillers, and additives. Specific tasks include: - Mobilization

Temporary Traffic Control

- Flagging - Furnishing and Applying Emulsion Slurry Seal (Type II)

Installing Fish Medallion Drain Markers

- Longitudinal Pavement Markings (4” Yellow and White) - Thermoplastic Bar Pavement Legends.

Period of Performance

The contract is expected to commence within ten calendar days after the execution of the contract and receipt of the City's notification to proceed. The work must be completed within fifty calendar days after the 'Notice to Proceed' is issued by the City.

Place of Performance

The work will be performed in various locations throughout the City of Roseburg, Oregon.

Bidder Requirements

Bidders must be licensed with the Oregon Construction Contractors Board and comply with City of Roseburg Municipal Code. They must also demonstrate compliance with ORS 279C.800 to 279C.870 (Prevailing Wage Rates) and ORS 279C.505(2) (Employee Drug Testing Program). Bidders are required to submit a Bid Bond equal to at least ten percent (10%) of their total bid amount. Additionally, bidders with fifty or more employees must provide proof of completion of pay equity compliance training if their contract exceeds $500,000.
