County Road 19A Realignment and Corridor Improvements

Background

The Washington County Public Works Department is issuing this request for proposals (RFP) to hire a consultant for final design engineering services for the County Road 19A Realignment and Corridor Improvement Project. This project aims to support the southwest arterial highway vision while implementing responsible long-term solutions along the corridor. The project will enhance safety, capacity, and operations for all users, improve pedestrian facilities, provide a grade-separated crossing over the CPKC Railroad, and ensure compliance with environmental documentation requirements.

Work Details

The consultant will provide services including: project coordination, final design engineering, bridge design, stakeholder and public engagement, environmental documentation, utility coordination, permitting, and bidding and construction services. Specific tasks include: - Managing project completion and budget - Collecting existing data - Engaging with public and agency stakeholders - Coordinating utility extensions - Conducting subsurface utility exploration - Developing construction staging and detour plans - Preparing construction plans and specifications in accordance with Minnesota County State Aid Highway standards - Providing project cost estimates at various stages (60%, 90%, final) - Identifying necessary permits and approvals - Compiling environmental documentation including an Environmental Assessment Worksheet (EAW) - Delivering final layouts in PDF format - Drafting plans in specified formats - Reviewing shop drawings during construction - Assisting with construction support - Modifying plans for as-built drawings.

Period of Performance

The anticipated schedule includes RFP solicitation on May 12, 2026; proposals due by May 26, 2026; contract award on June 16, 2026; project kick-off in June 2026; ROW acquisition from May 2026 to August 2027; completion of various plan stages from October 2026 to June 2027; environmental documentation completion by April 2027; bid letting in August 2027; preconstruction open house also in August 2027; and construction from September 2027 to October 2029.

Place of Performance

The work will be performed primarily in Cottage Grove, Minnesota.

Bidder Requirements

Consultants must comply with Minnesota Statute provisions regarding nondiscrimination. They are required to maintain specific insurance coverage levels including: - Commercial General Liability of $1.5 million per occurrence and $3 million aggregate - Professional Liability of $2 million per wrongful act or claim with a $4 million annual aggregate - Automobile coverage of $1.5 million combined single limit including hired and non-owned vehicles. Additionally, contractors must not be debarred or suspended from federal or state contracts.
