Background The U.S. General Services Administration (GSA), specifically the Public Buildings Service (PBS) and the Acquisition Project Delivery Contracting Division - West, is seeking to furnish and install protest security barriers to provide forced entry protection for building occupants during protest events. This action is justified under unusual and compelling urgency due to ongoing protests that pose a risk to government property and personnel. Work Details The contractor will perform comprehensive site preparation and installation of temporary security barriers at the Eugene Federal Building located at 211 E 7th Ave, Eugene, OR. The tasks include: removal of one designated tree (approximately 25 feet tall with a 30-inch diameter trunk), complete stump grinding to ground level, grading and leveling of a 5-foot by 60-foot sloped turf area, and application of 2-3 inches of medium fir bark. Following site preparation, the contractor will supply and install an integrated barrier system that is gravity-based and not permanently affixed to the sidewalk. The contractor will also relocate fencing, concrete block style barriers, and Jersey style barriers from a warehouse in Southeast. All work must comply with OSHA, National Electrical Code, and applicable safety standards while properly handling hazardous materials per AHERA/OSHA/EPA requirements. Additionally, the contractor must adhere to GSA Building Security requirements, coordinate with the city for right-of-way permits for sidewalk closures, maintain unobstructed emergency access, ensure all personnel are properly escorted, provide detailed cost breakdowns by discrete work features, weekly progress updates, and a complete closeout package.
