This is a notice to request information from industry to help the U.S. Department of Commerce, National Institute of Standards and Technology (NIST) determine the availability and capability of small businesses and other than small businesses to provide labor, supervision, tools, material, and equipment for preventative maintenance and emergency services for the Continuum and I/NET building automation systems specified at the NIST Gaithersburg, MD campus. Background The U.S. Department of Commerce, National Institute of Standards and Technology (NIST) is seeking information from industry to assess the availability and capability of small businesses and other than small businesses to provide labor, supervision, tools, material, and equipment for preventative maintenance and emergency services for the Continuum and I/NET building automation systems at the NIST Gaithersburg, MD campus. This notice serves as a market research tool to help NIST determine the appropriate acquisition strategy for this requirement. Work Details The contractor is required to provide all labor, supervision, tools, material, and equipment necessary for preventative maintenance and emergency services for the specified building automation systems. The maintenance service will include: 1. Data Backup: Conduct data backups including trend logs, programming, graphics, and control software whenever changes are made or at least monthly. 2. Graphics Revisions: Maintain all graphics at applicable workstations. 3. Programming Diagnostics: Perform diagnostics on programs and recommend changes to meet control performance requirements. 4. Field Panel Diagnostics: Analyze results from diagnostics of field panels and recommend changes to optimize building control performance. 5. Control Loop Evaluation and Tuning: Evaluate and tune critical control loops to maintain peak efficiency as building mechanical systems performance changes. 6. Consultation: Work with NIST DDC personnel to identify and resolve hardware/software problems in the automation system. 7. Emergency Service: Provide emergency diagnostic services outside normal hours with a response time of 24 hours upon contact by NIST. 8. Compliance with Homeland Security Presidential Directive (HSPD)-12 requirements for contractor personnel. Period of Performance The contract will have a 1-year Base Period from August 1, 2026, to July 31, 2027, with four additional 1-year Option Periods extending through July 31, 2031. Place of Performance The maintenance services will be performed at the NIST Gaithersburg Campus.
