Background

The North Carolina Department of Health and Human Services (NCDHHS), specifically the Division of Health Benefits, is seeking proposals for a modern Data Analytics Platform (DAP) to enhance the extraction, analysis, and reporting of Medicaid data. This initiative aims to improve operational efficiency, transparency, reporting accuracy, and healthcare outcomes while ensuring compliance with federal and legislative requirements. The DAP will replace legacy systems with a scalable, cloud-based solution that supports data-driven decision-making in Medicaid program oversight and policy evaluation.

Work Details

The DAP solution will include: 1. A cloud-based platform built on providers like Microsoft Azure or Amazon AWS. 2. A user-friendly interface with built-in business intelligence capabilities such as Snowflake or Databricks. 3. An API-first modular architecture supporting various integration patterns including batch ingestion and streaming. 4. Migration of approximately 110-120 TB of historical data into the new environment, including around 2000 tables and over 650 reports/dashboards from platforms like Cognos and Tableau to Power BI. 5. Development of 30 new curated data products that streamline future reporting and analytics. 6. Ongoing support phases including Hypercare for training and defect remediation followed by Steady State for maintenance and optimization.

Period of Performance

The initial contract term is five years with an option for two additional one-year extensions at the State's discretion. The anticipated go-live date for the DAP solution is no later than July 1st, 2029.

Place of Performance

The contract will be performed within North Carolina, specifically under the auspices of the NCDHHS.

Bidder Requirements

Bidders must comply with N.C. General Statutes regarding contractor eligibility, including verification of work authorization through E-Verify for employers with more than 25 employees in North Carolina. Additionally, bidders must disclose any use of Artificial Intelligence in their proposal preparation.
