Background

Charlotte Mecklenburg Library (CML) is one of America’s leading urban public libraries, serving over one million citizens through 21 branches and online services. The library's mission is to improve lives and build a stronger community by providing lifelong education and learning. CML is seeking proposals from qualified vendors to provide an integrated suite of digital engagement tools that enhance patron experiences across online and mobile platforms, particularly in light of the upcoming opening of a new Main Library.

Work Details

The contract includes the provision of a user-friendly suite of digital engagement tools that support core functions: - A public-facing events calendar - A room reservation system for public and staff-managed spaces - Tools for scheduling one-on-one appointments with library staff - A mobile application. The solution must integrate with existing systems such as Polaris ILS for circulation and BiblioCommons for patron engagement. Proposers should detail their implementation approach, including project management, configuration, data migration, integration with existing systems, staff training, ongoing support, system maintenance, and upgrade processes. The solution must be cloud-based, scalable, and compliant with data security, privacy, and accessibility standards.

Period of Performance

The initial contract term is one year from July 1, 2026 to June 30, 2027, with the possibility of four one-year extensions by mutual agreement.

Place of Performance

The services will be performed at various locations within Mecklenburg County where Charlotte Mecklenburg Library operates.

Bidder Requirements

Proposers must comply with all provisions of the Americans with Disabilities Act (ADA). They are required to submit proposals that are firm and not subject to increase unless specified in the RFP. Proposers must also certify compliance with E-Verify requirements and confirm they are not on the North Carolina State Treasurer’s list of persons engaging in business activities in Iran or companies engaged in a boycott of Israel.
