Natural Gas Transportation

Background

The State of Missouri, through its Office of Administration and Division of Purchasing, is issuing this Request for Proposal (RFP) for Natural Gas Transportation services on behalf of the Department of Corrections, Missouri National Guard, and Department of Mental Health. The purpose is to procure competitive sealed proposals for the provision of natural gas transportation services, including procurement, management, and local distribution management. This contract aims to ensure reliable natural gas supply to various state agencies across Missouri.

Work Details

The contractor will provide natural gas transportation services to multiple locations including correctional centers and mental health facilities across Missouri. Specific locations include:

Crossroads Correctional Center

- Eastern Reception & Diagnostic Correctional Center

Western Reception Diagnostic Correctional Center

- Women’s Eastern Reception Diagnostic and Correctional Center

Northwest Missouri Psychiatric Rehabilitation Center

- Missouri National Guard. The contractor must ensure a non-interrupted supply of natural gas in specified fixed volumes unless logistical issues arise. Services will be provided on an as-needed basis without guaranteed usage by the state agencies. The contractor is responsible for all materials and labor necessary to fulfill the contract requirements.

Period of Performance

The contract period will commence from the date of award through June 30, 2027.

Place of Performance

Services will be performed at various locations throughout the state of Missouri as specified in the RFP.

Bidder Requirements

Vendors must be registered in MissouriBUYS with 'Prospective' or 'Spend Authorized' status to submit a proposal. They must achieve 'Approved' registration status in MissouriBUYS to be considered for contract award. Vendors are required to complete various compliance exhibits including tax compliance and business entity certification. Additionally, contractors must have a minimum of five years’ experience in providing natural gas transportation services.
