The State of Utah Division of Facilities Construction and Management (DFCM) is seeking proposals for Construction Manager / General Contractor (CM/GC) services for multiple capital improvement and renovation projects at the State Capitol Complex. The goal is to manage various agency-funded renovation projects over multiple years, specifically from Fiscal Years 2026-2028, with an option to extend annually through FY 2030. The estimated value for Capitol Improvement Projects ranges from $25,000 to $3,500,000, while Capitol Renovation projects may exceed $10,000,000.
The contractor will provide CM/GC services for various projects including pre-construction phase services and construction phase services. Specific fee structures are outlined based on project values: - For projects up to $1,000,000: percentage of the GMP prior to fees. - For projects from $1,000,000 to $3,500,000: percentage of the GMP prior to fees. - For projects from $3,500,000 to $10,000,000: percentage of the GMP prior to fees. - For projects over $10,000,000: percentage of the GMP prior to fees. Additionally, a Contractor’s Direct Self-Performed Work Mark-up is capped at 7%. All change order work will not exceed a 7% fee. The work will be performed at the State Capitol Complex in Utah which includes the State Capitol Building and surrounding buildings and grounds.
Contractors must have a valid Contractor’s License Number for the State of Utah and provide a Verification of Bonding Capacity form completed by their Surety. The Surety must be licensed in Utah with an A.M. Best rating of A X or better.
