Food Service Management Company Service Program

Background

The Missouri Department of Elementary and Secondary Education, through its Division of Administrative and Financial Services, is seeking proposals for a Food Service Management Company (FSMC) to operate a food service program for Local Education Agencies (LEAs). The goal of this contract is to ensure that the FSMC provides nutritious meals that comply with federal and state regulations, particularly those set forth by the USDA regarding Child Nutrition Programs.

Work Details

The FSMC will be responsible for managing and operating the food service program at designated LEA schools. This includes: 1. Providing meals that meet USDA nutritional guidelines, including lunches, breakfasts, and after-school snacks. 2. Ensuring compliance with all applicable regulations from the Missouri Department of Elementary and Secondary Education and USDA. 3. Serving free and reduced-price meals to eligible students. 4. Preparing a 21-day menu cycle for meals, which must be adhered to unless changes are approved by the LEA. 5. Managing the storage and delivery of USDA foods used in the program. 6. Maintaining records necessary for reimbursement claims and financial reporting to the LEA. 7. Implementing collection procedures as specified by the LEA.

Period of Performance

The contract will commence upon signing and will terminate on June 30, 2027.

Place of Performance

The services will be performed at various school locations specified by the Local Education Agency within Missouri.

Bidder Requirements

Bidders must demonstrate financial stability, be licensed to operate in Missouri, and comply with all federal, state, and local laws regarding food service operations. The FSMC must also provide evidence of experience in managing school food services.
