Background

Pitt County, N.C. is seeking qualified consulting firms to assist in developing an Americans with Disabilities Act (ADA) Transition Plan. The goal of this project is to evaluate existing facilities, programs, services, and public rights-of-way for compliance with ADA requirements and to create a comprehensive plan for achieving compliance.

Work Details

The Consultant will provide professional services that include: - Reviewing existing ADA policies, procedures, reasonable accommodations, and grievance processes; - Conducting field assessments of selected public buildings, parks, and related facilities; - Evaluating parking, routes, entrances, restrooms, signage, and other accessibility elements; - Documenting deficiencies with photographs and measurements; - Identifying areas of non-compliance; - Recommending actions to achieve compliance. The Consultant must ensure that all evaluations meet federal and state requirements as well as local building codes.

Period of Performance

The RFQ was released on May 11, 2026. Proposals are due by June 22, 2026. The timeline for the project will be established after the selection of the Consultant.

The work will be performed in Pitt County, North Carolina.

Bidder Requirements

Consultants must demonstrate technical and managerial experience in ADA compliance planning. They should provide evidence of past experience with similar projects including names of facilities, owners, operational dates, and references. If subcontractors are used, they must be identified and the Consultant must accept full responsibility for their work. Additionally, Consultants must maintain commercial general liability insurance with specified limits and comply with E-Verify requirements.
