Background

The Town of Boone is seeking to engage qualified private engineering firms to provide essential engineering services for the South Fork Water Intake Resiliency Project. The goal of this project is to elevate the internal electrical and mechanical components of the South Fork water intake by an additional story, effectively creating a two-story intake structure. This initiative is supported by grant funds from the North Carolina Division of Water Infrastructure, with a total project budget of $2,500,000.

Work Details

The selected private engineering firm (PEF) will be responsible for delivering an engineering report, an environmental information document, design services, and construction administration and inspection services. Specific tasks include: - Elevating the water intake structure - Ensuring proper design and contract compliance - Providing skilled engineers and technicians for oversight - Performing inspection and materials testing - Surveying grade verification - Documenting pay quantities - Ensuring erosion control and permit compliance - Maintaining safety compliance - Avoiding claims The PEF must also indemnify the Town against any claims resulting from negligence or errors.

Period of Performance

The project milestones are as follows: - Engineering Report/Environmental Information Document Submittal by July 15, 2026 - Engineering Report Approval by December 1, 2026 - Bid and Design Package Submittal by June 1, 2027 - Bid Package Approval by October 1, 2027 - Advertisement for Bids on February 2, 2028 - Execution of Construction Contracts by May 2, 2028.

Bidder Requirements

Firms must be registered with the Office of the Secretary of State and the North Carolina Board of Registration for Professional Engineers and Land Surveyors. Engineers in charge must be registered Professional Engineers in North Carolina. The firm must demonstrate financial capability to undertake the work and provide proof of Professional Liability insurance coverage in a minimum amount of $1,000,000. Priority will be given to firms with a physical office in North Carolina.
