Provide confidential assessment, counseling and referral services, supervisory training and mental health education for the approximately 1200 employees of the U.S. Army Corps of Engineers, New Orleans District (MVN). This is a combined synopsis/solicitation for a commercial service procurement prepared in accordance with the format in RFO 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number W912P8-26-Q-A020 is being issued as a 100% Small Business Set-Aside only procurement under a Request for Quote (RFQ). It is being procured as Firm-Fixed Price under RFO Part 12, Acquisition of Commercial Items. The designated NAICS code is 624190 Other Individual and Family Services, Size Standard $16,000,000.00. The PSC code for this requirement is Q999 Medical - Other. The basis of award will be Lowest Priced Offeror(s). Additionally, Offerors must quote on all items to be eligible for award. The Government will award one (1) contract resulting from this solicitation to the responsible Offeror(s) whose Offer conforms to ALL requirements of the solicitation.
All Offerors MUST be registered in SAM.gov as a Small Business under NAICS code 624190 to be considered for award. NOTE: (RFO 52.204-7) In accordance with RFO 4.203, states prospective Offerors shall be registered in the Department of Defense "System for Award Management" (SAM) database at the time of submission of its offer. The Contracting Officer should consider the circumstances of the individual acquisition, such as complexity, availability, and urgency, when establishing the solicitation response time. Quotes are to be received via e-mail no later than 11:00 AM (local time) on 02 June 2026. (Your E-mail submission must be checked and determined to be "virusfree" prior to submission). Once the agency receives your quote at the email addresses below, you will then receive a confirmation email stating your quote was received. If an Offeror does not receive a reply acknowledging receipt electronically from the New Orleans District, it is incumbent upon the Offeror to seek confirmation from the issuing Contracting office by phone. The Government requires your quote remain valid for 60 calendar days from date of submission. Background The U.S. Army Corps of Engineers, New Orleans District (MVN) is seeking to provide confidential assessment, counseling, and referral services, supervisory training, and mental health education for approximately 1200 employees. This solicitation is a combined synopsis/solicitation for a commercial service procurement prepared in accordance with RFO 12.202. The contract is issued as a 100% Small Business Set-Aside under Solicitation Number W912P8-26-Q-A020. Work Details The contractor will provide the following services: 1. Confidential assessment, counseling, and referral services for employees and their families, including up to three one-hour sessions per incident at no cost. 2. Supervisory training and mental health education tailored to the needs of employees. 3. Proactive engagement with employees at their workstations to build trust and assess educational needs. 4. Referral services for inpatient and outpatient treatment including detoxification, psychiatric treatment, chemical dependency treatment, marital and family therapy, and crisis intervention. 5. Community resource connections including local mental health associations, self-help groups, financial counseling services, and legal counseling services. 6. On-site counselor services at MVN and off-site field offices in areas such as Baton Rouge, Lafayette, Vidalia, Morgan City, Lake Charles, and Venice. Period of Performance The estimated effective date is August 1, 2026, with a period of performance not to exceed 5 years. Place of Performance The contract will be performed in New Orleans District and surrounding areas including Baton Rouge, Lafayette, Vidalia, Morgan City, Lake Charles, and Venice.
