Background

The Florida Department of Financial Services, specifically the Division of Insurance Agent and Agency Services, is issuing this Request for Proposal (RFP) to establish a contract for the development and administration of insurance license examinations. These examinations are crucial for determining the eligibility of prospective licensees, ensuring that only qualified individuals serve the citizens of Florida. The vendor will also provide examination services for the Division of State Fire Marshal and the Bureau of Funeral, Cemetery, and Consumer Services.

Work Details

The contractor will be responsible for: 1) Developing and administering insurance license examinations for various categories including All Lines Adjuster, Public All Lines Adjuster, Bail Bond/Limited Surety, General Lines Agent, Health Agent, Life and Annuity Agents among others. 2) Providing examination development services which include preparation of test specifications, selection and training of item writers, maintaining item banks, conducting validity and reliability studies, and ensuring compliance with ADA requirements for candidates with disabilities. 3) Managing examination administration including staffing, testing sites, security protocols, and candidate communication. 4) Producing bail bond licenses without examination as needed.

Period of Performance

The initial term of the contract will be five (5) years from the effective date with an option to renew for an additional five (5) years.

Place of Performance

The services will be performed in Florida as specified by the Department of Financial Services.

Bidder Requirements

Respondents must comply with specific certifications including not being on the convicted vendor list or discriminatory vendor list as per Florida Statutes. They must also certify that they are not participating in a boycott of Israel and have no delinquent obligations to the state. Additionally, they must submit a completed Attachment 7 Mandatory Criteria Certification Form.
