Background

The Hawaii Community Development Authority (HCDA) is a public instrumentality of the State of Hawaii, attached to the Department of Business, Economic Development & Tourism. The HCDA owns the Historic Kakaako Pumping Station property located at 653 Ala Moana Boulevard, Honolulu, Oahu. This project aims to provide general contracting and construction services for grading, concrete work, and other repairs at this historic site. The site has been renovated for community use but has faced issues such as flooding due to improper landscape grading.

Work Details

The Contractor will be responsible for all supervision, labor, equipment, tools, supplies, services, and materials necessary to complete the project. Key tasks include: 1) Grading and concrete work as per the approved design by Mason Architects Inc.; 2) Installation of an ADA accessible ramp; 3) Replacement of existing concrete walkways and railings; 4) Paving/asphalt work over existing parking areas; 5) Testing and repairs of the landscape irrigation system; 6) Compliance with safety and environmental regulations; 7) Preparation of as-built drawings post-construction. The work must adhere to best industry standards and all applicable laws.

Period of Performance

The contract will last for two consecutive years from the Notice to Proceed (NTP), with options for two additional one-year extensions based on performance and funding availability.

Bidder Requirements

Bidders must have a minimum of five years of experience in similar work, possess a valid State of Hawaii 'B' General Building Contractor license, maintain a permanent office on Oahu during the contract period, and comply with local labor laws requiring at least 80% of the workforce to be residents of Hawaii. Additionally, bidders must submit proof of compliance with tax clearance and insurance requirements.
