Background

The Hawaiʻi State Department of Health (DOH), Family Health Services Division (FHSD), Maternal and Child Health Branch (MCHB) aims to improve the health, safety, and well-being of women, children, and families across the State of Hawaiʻi. This contract seeks to provide peer-to-peer support services for families in Oahu County who are impacted by substance use and child welfare involvement. The goal is to help these families navigate complex challenges and remain connected to necessary services.

Work Details

The vendor will provide peer-to-peer support services that focus on relationship-building, engagement, navigation, and practical assistance for families affected by substance use and child welfare involvement. Specific tasks include: 1) Providing relationship-based peer support services grounded in lived experience; 2) Serving a minimum number of families as proposed by the vendor; 3) Assisting families with navigating services including coordination with child welfare and substance use treatment providers; 4) Conducting peer support contacts through various means (in-person, phone, virtual); 5) Maintaining documentation of peer support activities; 6) Participating in coordination meetings and submitting required reports; 7) Developing a peer support onboarding and training plan; 8) Engaging in systems-level coordination activities to strengthen referral pathways.

Period of Performance

The period of performance is from May 15, 2026, to December 31, 2026.

Place of Performance

Services will be provided within the Oʻahu Underserved Region (MUA/P), which includes areas such as Pupukea, Kahuku, Laie, Hauula, Waimanalo, Wahiawa, Nanakuli, Maili, Waianae, Makaha.

Bidder Requirements

Vendors must demonstrate an established presence in the designated Oʻahu service area; at least three years of experience providing relevant services; knowledge of community-based service delivery; organizational capacity for program management; ability to recruit and train peer staff; and capability to deliver services throughout the Oʻahu Underserved Region.
