Medical Laboratory Services

Background

The Joseph Eddie Ballard Western Kentucky Veterans Center (WKVC) is issuing this Request for Proposal (RFP) to provide medical laboratory services for the Veterans of its sixty (60)-bed long-term care skilled nursing facility, located at 926 Veterans Dr, Hanson, KY 42413. The goal of this contract is to ensure that the Veterans receive comprehensive laboratory services as ordered by their attending physician or nurse practitioner.

Work Details

The contractor will provide the following services: 1. Laboratory services as ordered by attending physicians/nurse practitioners and notify WKVC of test results. 2. Integration with the PointClickCare (PCC) electronic medical record platform for test results submission. 3. Compliance with all federal and state laws governing laboratory services, including notification of policy changes affecting these services. 4. Availability of laboratory services to all Veterans without discrimination. 5. Provision of cumulative laboratory reports when available. 6. Orientation in-services related to laboratory service usage, specimen collection, and handling procedures. 7. Background checks for all service representatives as per OBRA regulations. 8. Billing handled by the vendor under Medicare Part B or private insurance; WKVC will not be billed directly for Veteran services. 9. A schedule for phlebotomy services and specimen pickup available seven days a week, including unscheduled pickups if necessary. 10. Immediate reporting of critical lab levels to WKVC staff after tests are run, with results provided within specified timeframes (24 hours for regular tests, 2 hours for 'stat' requests). 11. Re-testing upon WKVC request if test accuracy is questioned.

Period of Performance

The initial term of the contract is anticipated from July 1, 2026, through June 30, 2028, with options for renewal for up to two additional two-year periods.

Place of Performance

The contract will be performed at the Joseph Eddie Ballard Western Kentucky Veterans Center located at 926 Veterans Drive, Hanson, KY 42413.

Bidder Requirements

Bidders must have current/active CLIA Laboratory Certification and licensure from the State of Kentucky. They must also maintain liability insurance and comply with federal and state vaccination regulations prior to providing services.
