The park's mission is to provide a well-maintained community for the patient-residents of the Kalaupapa Settlement, ensuring they live peacefully and comfortably. The annual barge service is crucial as it represents the only opportunity each year to bulk resupply essential supplies and equipment necessary for park operations and the health and safety of those residing in Kalaupapa. Work Details The contractor shall perform all tasks outlined in the Performance Work Statement (PWS), which includes: 1. **Loading at Origin (Honolulu, HI)**: Provide adequate equipment, materials, labor, and supervision for safe loading operations over two days prior to departure. This includes notifying NPS of any unloaded items before finalizing the manifest. 2. **Off-load and Re-load at Destination (Kalaupapa, Molokai, HI)**: Ensure uninterrupted and safe off-load and re-load operations with adequate equipment and supervision. 3. **Final Off-load at Honolulu, HI**: Manage the return transport of supplies back to Honolulu. 4. **Spill Prevention and Containment Plan**: Develop a plan to manage potential spills during transport. 5. **Ensure Correct Quantity and Types of Equipment**: Verify that all necessary equipment is available for loading/unloading. 6. **Scheduling**: Coordinate schedules for loading and unloading activities. 7. **Planning Meetings**: Conduct meetings to ensure all parties are aligned on logistics. 8. **Closed Shipping Containers**: Use secure containers for transporting supplies. 9. **Barge Requirements**: Ensure that the vessel meets all operational requirements including 'no-lift' load/unload capability.
