The South Central Transit Authority (SCTA) is seeking proposals for the purchase and implementation of Microtransit Software to support an on-demand public transportation service in Lancaster County, Pennsylvania. The goal of this contract is to enhance mobility options, improve first/last-mile connectivity, and address service gaps in low-density areas while complementing existing transit services. The SCTA aims to implement a pilot microtransit program in three designated zones as part of its strategic plan.

Work Details

The selected vendor will provide a comprehensive microtransit software platform that includes: - A mobile app (iOS/Android) and web booking interface for riders. - A call center booking interface. - Real-time ride requests and advance scheduling capabilities. - Dynamic pickup/drop-off functionality within designated zones. - Integration with existing RRTA fare systems, including support for flat fares and subsidized trips. - A driver interface with turn-by-turn navigation, incident reporting tools, and ADA trip indicators. - A dispatch platform for real-time fleet management and automated dispatch controls. - Reporting and analytics capabilities to evaluate pilot performance metrics such as ridership, wait times, and cost efficiency. - Training for SCTA staff on the new system, including ongoing technical support.

Period of Performance

The contract will be performed over a five-year period, starting from the date of award through the completion of the pilot program and subsequent evaluations.

Place of Performance

The services will be performed in Lancaster County, Pennsylvania, specifically in three pilot zones: Leola area, Ephrata-Denver area, and Willow Street-Strasburg-Route 30 Outlet area.
