CDBG - Minor Rehab - Bolden

Background

The City of Lubbock, through its Community Development department, is seeking bids for a minor rehabilitation project on a single-family residential home located at 2718 E Colgate St, Lubbock, TX 79403. The goal of this contract is to provide necessary repairs and improvements to ensure the home meets health and safety standards. This project is part of the Community Development Block Grant (CDBG) program aimed at enhancing living conditions for residents.

Work Details

The contractor will be responsible for providing all materials and labor necessary for the rehabilitation of the home. Key tasks include: 1. **General Requirements**: All materials must be in good usable condition and meet general specifications. Licensed contractors must comply with local ordinances and obtain necessary permits. Safe work practices must be followed, especially concerning lead-based paint regulations. 2. **Exterior Repairs**: Replacement of windows with Low-E insulated glass, installation of new exterior doors (front and back), including door trim and hardware, ensuring all installations are secure and meet safety standards. 3. **Interior Repairs**: Installation of cordless faux wood blinds on all windows except the bathroom window, ensuring proper sizing and secure installation. 4. **Lead-Based Paint Compliance**: All work involving lead-based paint must follow EPA regulations, including clearance testing after completion of work.

Period of Performance

The minor rehabilitation work must commence within 2 weeks from the date of the Notice to Proceed and be completed no later than 8 weeks from the start date.

Bidder Requirements

Bidders must be licensed contractors registered with the City of Lubbock. They are required to submit various certifications including a Non-Collusion Affidavit, Suspension and Debarment Certification, and proof of insurance coverage as specified in the bid documents. Bidders must also comply with Texas Government Code regarding contracts with companies engaged in business with Iran or Sudan.
