Workforce Solutions Borderplex (WSB) is a regional government entity and non-profit organization established to carry out workforce development functions in the State of Texas. WSB is certified by the Texas Workforce Commission as the local workforce development board for six counties in far West Texas. The organization provides a wide range of assistance to job seekers and supports families requiring childcare to work or attend school. WSB oversees the Child Care Quality (CCQ) program, which aims to strengthen early childhood education and care across the Borderplex region. To ensure accountability and compliance, WSB seeks an external monitor for an annual independent review of CCQ initiatives.
The selected external monitor will conduct an annual review of the Child Care Quality program activities, expenditures, and documentation. Responsibilities include: - Evaluating compliance with Texas Workforce Commission (TWC) guidelines, WSB policies, and applicable federal requirements. - Utilizing a risk-based monitoring approach to determine sample size and areas of review. - Evaluating fiscal and programmatic processes to ensure expenditures are properly documented and aligned with program objectives. - Providing a final monitoring report that includes findings, recommendations, and corrective actions if necessary. - Presenting results to WSB leadership. - Being available for follow-up questions after submission of the final report.
The contract will be performed annually, with one comprehensive review conducted each year.
The contract will be performed within the six counties of far West Texas: Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio.
The selected vendor must demonstrate proven expertise in monitoring and compliance reviews for childcare and fiscal programs. Familiarity with TWC Child Care Quality requirements is essential. Strong analytical and communication skills are required to prepare clear reports. The vendor must also maintain objectivity and impartiality throughout the review process.
