Background

The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contract(s) for Labware Customer Care Program (LCCP) Support Service, which provides essential support for the Labware application used by the Department of State Health Services (DSHS) laboratory for lab data management.

Work Details

The required services include Labware LCCP support services, which encompass 120 hours per month in addition to the existing 40 hours per month of support. The LCCP plan provides application support beyond standard maintenance and operational support. Services will be performed remotely, with a performance schedule from Monday to Friday between 8 a.m. and 5 p.m. Central Time, responding to service calls within four hours of request. Any work outside regular hours must be pre-approved and will incur additional charges as specified in the pricing sheet. The contractor must ensure that all personnel assigned have at least three years of relevant experience and provide verifiable references.

Period of Performance

The contract will begin on the date of award and will expire on August 31, 2026, with an option for extension up to one additional year based on funding availability.

Place of Performance

Services will be performed remotely, with potential changes to service locations at HHSC's discretion with prior notice.

Bidder Requirements

Bidders must submit documentation demonstrating relevant experience and qualifications, including a minimum of three years' experience for both the bidder and personnel assigned to perform services. All personnel must pass background checks as required by the HHS Agency. Bidders are encouraged to submit a HUB Subcontracting Plan if subcontracting opportunities are identified.
