CMaR: Flood Mitigation & Plaza Improvements of Creekside

Background

The City of Gahanna, Ohio, is seeking proposals from qualified firms for construction manager at risk services to address flood mitigation and plaza improvements at Creekside. This project aims to redesign the existing plaza and multiuse trail along the Big Walnut Creek while also mitigating flooding risks associated with the subterranean parking structure beneath the plaza. The City of Gahanna is a vibrant community with a diverse population that values public amenities such as parks, trails, and community spaces. The project will enhance the functionality and aesthetics of Creekside Plaza, which serves as a central gathering place for community events.

Work Details

The project includes:

1) Private Flood Mitigation

Relocation of utilities servicing residential and commercial structures out of the flood zone;

2) Public Flood Mitigation

Creek bank stabilization and clay caps to protect the garage and plaza;

3) Trail Improvements

Construction of formal stairs and ADA ramps connecting the Big Walnut multi-use trail to the upper plaza, including a retaining wall system;

4) Upper Plaza Improvements

Dry floodproofing of the upper plaza, replacement of pavers, and improved ADA access;

5) Lower Plaza Improvements

Redesigning the lagoon area to create a gathering space with amphitheater-style seating;

6) Streetscape Improvements

Reconstruction along Mill Street to align with overall plaza design, including traffic calming measures. The selected firm will also provide core services such as pre-construction services (cost estimating, value engineering), construction management (bidding, compliance), and post-construction services (project closeout).

Period of Performance

The contract will commence upon award with an estimated duration for pre-construction services of 6-9 months followed by construction phases that will be defined in collaboration with the selected vendor.

Place of Performance

The work will be performed at Creekside Plaza located in downtown Gahanna, Ohio.

Bidder Requirements

Respondents must demonstrate a minimum of 5 years' experience in construction manager at risk delivery methods for municipal projects, particularly those involving urban plazas and flood mitigation. Proposals should include evidence of bonding capacity and ability to deliver projects on time and within budget. Subcontractors must be registered or qualified to do business in Ohio.
