Background

The Kodiak Island Borough is seeking proposals for environmental services to support operations at various facilities including the Kodiak Fisheries Research Center, Baler Facility, Borough Landfill, and Leachate Treatment Plant. The Borough has faced staffing transitions that have increased operational and compliance demands, necessitating additional technical support to ensure uninterrupted compliance with environmental regulations.

Work Details

The contractor will provide environmental services including: 1. On-site presence at Borough facilities for a minimum of one full week per month to support operational needs and regulatory requirements. 2. Ensuring compliance with state and federal permits, which includes sampling, reporting, corrective actions, and submitting Net DMR information. 3. Drafting reports and submissions for review by the Borough before finalization and submitting final documents to the permitting authority with copies sent to the Borough. 4. Utilizing the Kodiak Island Borough’s Analytical Laboratory or another certified laboratory for sampling. 5. Proposing additional tasks as necessary to complete the project while complying with all applicable federal, state, and local codes.

Period of Performance

The contract will be for one year with options for two one-year renewals.

Place of Performance

Services will be performed at the Kodiak Fisheries Research Center, Baler Facility, Borough Landfill, and Leachate Treatment Plant located in Kodiak, Alaska.

Bidder Requirements

Proposers must register prior to submitting proposals. All key personnel must be credentialed for sampling by the Alaska Department of Environmental Conservation. The contractor must obtain all necessary licenses and permits required to perform the scope of work.
