Background

The City of St. George, Utah, operates the SunTran public transportation system, which includes fixed-route and paratransit services. The purpose of the Public Transit Service Study is to evaluate and enhance the existing SunTran system to support planned growth, improve mobility, and align public transportation with long-term infrastructure and economic objectives in the St. George metropolitan area. This study aims to develop a 5-year Transit Development Plan (TDP) that focuses on improving system efficiency, increasing ridership, and identifying both short-term improvements and long-term service strategies.

Work Details

The selected consultant will provide professional transit planning services to deliver a focused, data-driven, and cost-effective Transit Study that updates the City’s transit development strategy for sustainable growth over the next five to ten years. The study will include: 1. Project Management and Coordination: Develop a work plan, facilitate monthly meetings, coordinate with UDOT and FTA Region VIII. 2. Existing Conditions and System Performance: Review existing data on ridership, route performance, operating costs. 3. Needs Assessment and Service Gaps: Identify service gaps based on data and stakeholder input; evaluate opportunities for efficiency improvements. 4. Service and System Alternatives: Develop a recommended service strategy with alternatives focused on improving efficiency and ridership. 5. Financial and Implementation Plan: Prepare cost estimates for recommended strategies; identify funding sources; develop a phased implementation plan. 6. Final Deliverables: Draft and final Comprehensive Transit Study Report, executive summary, final route maps, PowerPoint presentation summarizing findings.

Period of Performance

The study is expected to be completed within six months from the start date.

Place of Performance

The contract will be performed in St. George, Utah.

Bidder Requirements

Consultants must have relevant experience in transit planning services. Proposals must include qualifications of key staff, project understanding, technical approach, work plan, cost proposal, and references from at least three similar projects.
