City of Green River Development and Operation of Class IVb Landfill

Background

The City of Green River, Utah, is seeking proposals from qualified firms or teams to develop, permit, construct, and operate a Class IVb Construction and Demolition (C&D) landfill on City-owned property located west of the City. The City aims to enter into an agreement with a private operator responsible for the landfill's long-term operation while retaining ownership of the land. This initiative addresses current waste disposal challenges and anticipates increased waste volumes due to local demolition projects and enforcement of municipal codes.

Work Details

The selected Proposer will be responsible for: 1. **Permitting and Regulatory Compliance**: Prepare and submit a complete Class IVb landfill permit application; coordinate with the Utah Division of Waste Management and Radiation Control (DWMRC); complete or update required studies including geotechnical investigations and hydrogeologic analysis. 2. **Engineering and Development**: Evaluate prior engineering work; prepare final design and construction documents; develop a phased plan for the 43-acre site; construct site grading, drainage, and required infrastructure. 3. **Operations**: Provide staffing and equipment for operations; manage waste acceptance and screening; implement dust control, traffic management, and site maintenance; maintain records and regulatory reporting. 4. **Closure and Financial Assurance**: Prepare closure plans; provide financial assurance mechanisms; maintain compliance with regulations.

Period of Performance

The anticipated timeline includes key milestones such as RFP issuance on May 4, 2026; pre-proposal site visit on May 28, 2026; proposal submission deadline on June 19, 2026; interviews during the week beginning June 29, 2026; with selection/notice of award expected by July 24, 2026.

Place of Performance

The contract will be performed at a site approximately 43 acres in size located west of Green River, Utah.

Bidder Requirements

Proposers must be registered to do business in Utah at the time of contract execution or able to register before execution. They must have permitted or operated at least one Class IV landfill in the past five years. Proposers must demonstrate bonding capacity equal to estimated closure costs as per R315-309 regulations. Required insurance includes Environmental Impairment Liability ($5M), Commercial General Liability ($2M), Professional Liability ($1M), among others.
