Background

The Commonwealth of Kentucky, through the Department of Military Affairs, is issuing a Request for Proposals (RFP) for the Bluegrass ChalleNGe Academy Recruiting Coordinator position. The Bluegrass ChalleNGe Academy is a program designed for at-risk youth aged 15.5 to 18 years, located at Fort Knox, Kentucky. The purpose of this contract is to recruit potential candidates for the academy and provide support during their training phases.

Work Details

The contractor will provide services as a Recruiting Coordinator, which includes: - Recruiting at-risk youth across various regions in Kentucky; - Promoting the Challenge Program; - Maintaining communication with gatekeepers and referral sources; - Conducting initial interviews with candidates and their guardians; - Addressing applicant questions; - Assisting with cadet transport as needed; - Planning outreach events; - Completing required training. The contractor will work approximately 140 hours per month and must travel to Fort Knox and other locations as required. Monthly invoices must include documentation of travel, tasks performed, hours worked, and any expenses incurred.

Period of Performance

The contract is expected to commence on July 1, 2026, and will run through June 30, 2028, with options for two additional two-year renewals.

Place of Performance

The primary location for performance will be Fort Knox, Kentucky, but services may be required throughout various regions in the Commonwealth of Kentucky.

Bidder Requirements

Bidders must have a minimum of five years of experience in recruiting youth. They are required to undergo a KARES background screening prior to starting work. Additionally, bidders must be registered with the Secretary of State if they are a foreign entity and provide proof of registration.
