The Ohio Department of Commerce (ODOC) is seeking quotes for the modification of its current platform for permitting, licensing, and code enforcement. The ODOC operates the AMANDA system, which includes various modules such as Licensing, Permitting, Certification, Fiscal Operations, Business Licensing, Case Workflow Management, a citizen portal, reporting capabilities, batch processing, and system integrations. The goal of this contract is to execute a complete lift-and-shift migration of ODOC's existing on-premise AMANDA system to Granicus Cloud while modernizing reporting and improving ownership-change business processes as specified in the RFQ. System modernization initiatives beyond this scope are excluded. The State Standard Terms and Conditions apply to this solicitation.
The contractor will be responsible for: 1. Migrating the AMANDA system into Granicus Cloud with all modules and configurations fully operational. 2. Ensuring functional equivalence with the current on-premise environment and maintaining security roles and permissions. 3. Implementing high availability architecture with a 99.9% uptime SLA. 4. Migrating all AMANDA data from the on-premise environment to Granicus Cloud including validation documentation. 5. Delivering a fully operational Citizen Portal in Granicus Cloud. 6. Migrating all current integrations to Granicus Cloud including KeyBank services and InnovateOhio Platform's SSO. 7. Redeveloping 44 legacy reports in Power BI ensuring they match current outputs. 8. Providing end-user training on AMANDA cloud functionality and operational procedures. 9. Supporting user acceptance testing (UAT) and ensuring successful go-live execution with post-go-live stabilization support.
The initial contract period is expected to run from contract award through June 30, 2027, with options for two additional two-year renewals through June 30, 2031, contingent upon satisfactory performance and funding availability.
The work will primarily take place in Ohio as the services are for the Ohio Department of Commerce.
Bidders must demonstrate experience migrating AMANDA systems to cloud environments or similar government case management systems. They must also comply with State-level security standards including integration with InnovateOhio Platform's Single Sign-On (SSO). Additionally, bidders should provide qualified personnel with expertise in AMANDA cloud migrations and ensure compliance with State of Ohio security policies throughout execution.
