Please find attached Solicitation No. N0017826R0010 (Draft Solicitation No. N0017827R4402) in support of the Weapons Control and Integration Department (H Department), Naval Surface Warfare Center, Dahlgren Division (NSWCDD). This solicitation actively supports Naval, Joint, and national needs by providing design and fabrication, rapid prototyping, special acquisition, and technology integration related to circuit board design and Radio Frequency (RF) distribution assemblies, mechanical fabrication, fabric assemblies, battery assemblies, and mechanical and electromechanical assemblies. Background The Weapons Control and Integration Department (H Department) of the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is issuing this solicitation to support Naval, Joint, and national needs. The goal is to provide design and fabrication, rapid prototyping, special acquisition, and technology integration related to circuit board design and Radio Frequency (RF) distribution assemblies, mechanical fabrication, fabric assemblies, battery assemblies, and mechanical and electromechanical assemblies. This contract aims to enhance support for the warfighter through various technical services. Work Details The contractor will be required to provide design, technical documentation, fabrication, system integration, test and evaluation, and rapid prototyping support for systems including radar, voice and data communications, cryptographic equipment, electronic countermeasures, navigation aids related to Electronic Warfare (EW), RF systems, maritime vessel disablement systems, deployment systems, and electrical/mechanical systems. The contract will be structured as a Multi-Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) with Cost-Plus-Fixed Fee (CPFF) and Firm-Fixed-Price (FFP) Delivery Orders. The contractor must maintain engineering drawings and ensure compliance with various applicable standards such as ISO9001 or AS9100D for quality assurance. Specific deliverables include a PCB Bid Sample (Part Number - Predator R3.5), which must be delivered along with a comprehensive process plan that includes rework/repair plans, risk management plans for PCB manufacturing, defect reporting procedures, QA plans, communication plans, and technical package reviews. Place of Performance The contractor's design and manufacturing facility must be located within 300 miles of the Naval Surface Warfare Center in Dahlgren, VA.
