This is not a Request for Quote (RFQ) or a Request for Proposal (RFP), and it does not constitute a commitment by the Government. No contract will be awarded from this notice. The Government is seeking to identify qualified 8(a) Certified Small Business concerns under NAICS 238910 (Site Preparation Contractors; size standard: $19M) capable of performing the complete demolition of Dodd Hall (Facility 448) located at Joint Base Langley Eustis (JBLE) Langley, VA. The anticipated scope of work includes, but is not limited to: Complete structural demolition and removal of Facility 448. Abatement and proper disposal of hazardous materials (e.g., asbestos, lead-based paint) prior to and during demolition activities. Site clearing, debris removal, and final site restoration in accordance with base and environmental regulations. The purpose of this notice is to gather information to determine the availability and capability of 8(a) firms for this future requirement to support an 8(a) set-aside or direct award strategy. Background The Government is seeking to identify qualified 8(a) Certified Small Business concerns capable of performing the complete demolition of Dodd Hall (Facility 448) located at Joint Base Langley‑Eustis (JBLE) in Langley, VA. The purpose of this notice is to gather information to determine the availability and capability of 8(a) firms for this future requirement to support an 8(a) set-aside or direct award strategy. Work Details The anticipated scope of work includes: complete structural demolition and removal of Facility 448, abatement and proper disposal of hazardous materials (e.g., asbestos, lead-based paint), site clearing, debris removal, and final site restoration in accordance with base and environmental regulations. Specific tasks include disconnecting all utilities back to the main, demolishing and capping any underground water, sewage, electrical, and communication lines serving the building. The contractor must ensure that demolition does not disturb service to adjacent buildings. Upon completion of demolition, the contractor shall refill ruts and holes created by demolition with suitable fill, grade the site, and reseed appropriately. The main front and rear rounded doors as well as associated frames are to be carefully removed and saved along with 200 rooftiles which must be boxed for protection during storage. All work must comply with applicable laws, regulations, standards, and specifications outlined in the statement of work. Period of Performance The period of performance is 120 days total: 90 days for demolition and disposal of the structure followed by 30 days for seeding and grass establishment. Place of Performance The construction projects will be performed at Joint Base Langley‑Eustis (JBLE), Langley, Virginia.
