Erie County Acquisition

Background

The Erie County Engineer's Office is issuing a solicitation for the preparation of construction contract plans and right-of-way plans for a modern roundabout project at the intersection of Campbell Street (C.R. 110) and Strub Road (C.R. 7 and T.R. 7) in Perkins Township, Erie County. The goal of this contract is to enhance traffic flow and pedestrian safety at this intersection, which has already received district traffic volume approval.

Work Details

The selected consultant will be responsible for: - Preparing construction contract plans and right-of-way plans, including legal descriptions for the roundabout with pedestrian facilities. - Coordinating with an existing resurfacing project (PID 118478) to ensure geometric compatibility. - Developing public involvement materials and participating in a public open house event. - Investigating multiple design options for the roundabout footprint, including scenarios that may involve total property acquisition. These options must include cost estimates and impacts to assist Erie County in selecting a preferred configuration. - Addressing environmental considerations, including potential impacts on historic properties within the project area, as well as utilizing the CEAO task order process for environmental phases.

Period of Performance

The anticipated date of authorization for the selected consultant is May 2026, with plan development milestones leading up to an estimated construction start date of June 1, 2028.

Place of Performance

The work will be performed in Perkins Township, Erie County, Ohio.

Bidder Requirements

Bidders must meet prequalification requirements set by ODOT for engineering and design-related services. Only individuals are eligible for right-of-way acquisition services. The prime consultant and any subconsultants providing engineering services must be prequalified in financial management system evaluation. Experience in roundabout design is a key selection factor.
