Contract Requirements

- Bids must be submitted exclusively through the online electronic bid service at www.questcdn.com . - All bids must be received by 10:00 a.m. local time on Thursday, May 21, 2026. - Bids will be virtually opened using VirtuBid at the specified time. - Each bidder is required to submit proof of a 5% bid bond via www.questcdn.com as part of the bid submission. - The contract will be awarded to the lowest responsible and responsive bidder. - Layton City reserves the right to reject any and all bids.

Instructions on Submission

- Contractors must submit the Contractor's Qualification Statement, available on questcdn.com under the Q & A section, for review by Layton City prior to May 14, 2026 at 12:00 pm. - Qualification Statements should be emailed to engbids@laytoncity.org or delivered in writing to the Layton City Public Works Engineering Office at 437 North Wasatch Drive, Layton UT 84041, by the deadline. - Only contractors approved by Layton City will be granted access to VirtuBid and added to the plan holder list. - Layton City reserves the right to approve or deny bidders based on similar project experience.
