Seward Freight Dock Expansion

Background

The Alaska Railroad Corporation (ARRC) is issuing an Invitation to Bid (ITB 26-18-214518) for the Seward Freight Dock Expansion project. The goal of this project is to lengthen the existing freight dock structure in Seward, Alaska, enhancing its capacity and functionality. Work Details

The project involves several key components: 1. Mobilization and Demobilization: Move personnel, equipment, and supplies to the site; establish facilities; complete demobilization activities. 2. Salvage Armor Rock: Remove and stockpile existing armor rock from specified slopes for reuse. 3. Install South Slope Armor Rock: Install salvaged or new armor rock as per plans. 4. Install East Slope Riprap: Install riprap type A or substituted armor rock as required. 5. Sheet Pile Dock Extension: Extend the sheet pile bulkhead, including backfill and upland construction. 6. Install Fender Systems: Provide new pin piles and install owner-supplied fender systems. 7. Mooring Dolphin: Construct a new mooring dolphin with necessary materials and labor. 8. Catwalk Installation: Demolish existing catwalk and install a new one as shown in plans. 9. Face Beam Installation: Install steel face beams and associated components along the dock. 10. Onshore Bollard Installation: Provide new onshore bollards as specified. 11. High Mast Lights Installation: Install high mast lights with foundations at designated locations. 12. Drainage System Installation: Implement storm drainage systems including catch basins and separators. 13. Water System Installation: Install water mains, extensions, hydrants, and associated components. 14. Power Extension Installation: Demolish existing electrical components and install power extensions as detailed in plans.

Bidder Requirements

Bidders must comply with specific insurance requirements including Marine General Liability Insurance with limits of $5 million per occurrence and $10 million aggregate. Bidders are also required to submit various forms including a Construction Bid Form, Bid Bond, Cost Schedule, Contractor's Responsibility Questionnaire, and Federal Certifications related to lobbying and compliance with federal regulations.
