Background

The Local Government Purchasing Cooperative, also known as BuyBoard, is a statewide purchasing cooperative for various governmental entities in Texas, including school districts, junior colleges, cities, and counties. The Cooperative aims to facilitate the procurement of goods and services for its members efficiently. This Proposal Invitation No. 820-26 seeks sealed proposals for HVAC Equipment, Supplies, and Installation of HVAC Equipment on behalf of its members. The awarded products and services may also be available to other entities through piggyback agreements.

Work Details

Vendors are required to provide various types of HVAC equipment, supplies, and installation services. Proposals must include a discount off catalog or price list for supplies and materials as well as a not-to-exceed hourly labor rate or a coefficient to be applied to the RSMeans unit price book for installation and repair services. Vendors must submit detailed pricing information including discounts for specific manufacturers and comply with technical requirements outlined in the BuyBoard Technical Requirements document.

Period of Performance

The contract will commence on December 1, 2026, and will conclude on November 30, 2027, with two possible one-year renewals.

Place of Performance

The contract will be performed within the state of Texas, specifically serving members of the Local Government Purchasing Cooperative.

Bidder Requirements

Vendors must provide proof of manufacturer authorization to sell and service proposed products. They must hold a valid license from the Texas Department of License and Regulations for installation services. Vendors should have at least five years of project experience with governmental entities in Texas. Additionally, vendors must comply with various certifications including Historically Underutilized Business (HUB) certification if applicable.
