The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Priced purchase order with for EA Engineering Services on a sole source basis to Nightwing Intelligence Solutions, in accordance with the attached combined solicitation/synopsis. This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

Background The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is issuing a solicitation for Electronic Armor Engineering Services. The goal of this contract is to modify existing weapon subsystems to comply with cybersecurity requirements. NUWCDIVNPT has previously procured Nightwing Intelligence Solutions' Execution Enabler (EA) software and associated services, making them the sole source for these engineering services due to their data rights and the potential costs and schedule impacts of transitioning to a new software. Work Details The contractor will provide emergent engineering services supporting Verification and Validation (V&V) efforts as well as technical implementation support for developing software. The anticipated Contract Line Item Number (CLIN) structure includes: 1) Level 1 Engineering Services Support Package - 500 hours of labor; 2) Level 1 Engineering Services Support Package - 2 trips for on-site integration & support; 3) Level 0 Engineering Services Support Package - 200 hours (Option); 4) Level 0 Engineering Services Support Package - 1 trip (Option); 5) Level 0 Engineering Services Support Package - 200 hours (Option); 6) Level 0 Engineering Services Support Package - 1 trip (Option). All services are related to EA-OS + EA-TB / Boot Shield software. Period of Performance The period of performance is from the date of award through one year for initial services, with options extending up to three years after the date of award for additional services.
