Background The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is issuing this solicitation for a sole-source acquisition to Product Planning Inc. (Pro-Plan), which has been the sole designer, manufacturer, and servicer of proprietary equipment for the Electro-Hydraulic Control Valve (ECV) in the Government’s infrastructure. This contract aims to mitigate the immediate risk of obsolescence and ensure long-term mission readiness of the fleet. Pro-Plan has invested considerable resources in developing and fielding this capability, which is approved by NAVSEA for use. Work Details The contract includes the following items: 1. Overhaul and Repair Parts Support, in accordance with Government Minimum Specifications - Quantity: 1 2. ILS Configuration Historical Records, IAW Government Minimum Specifications - Quantity: 1 3. Test and Evaluation, IAW Government Minimum Specifications - Quantity: 1 4. ECV Design and Manufacturing Drawings, IAW Government Minimum Specifications - Quantity: 1 5. Government Purpose Data Rights in the data delivered under CLIN 0004 - Quantity: 1. If the offeror claims Government Purpose or Unlimited Data Rights are not already owned by the Government, they must propose a value for this CLIN for the purchase of Government Purpose rights and provide evidence of internal investment supporting limited data rights. Period of Performance Desired delivery date is 31 January 2027. Place of Performance Delivery is FOB Destination to Newport, RI.
