Background

The City of Dallas is undertaking a project to rehabilitate approximately 5,150 linear feet of a 60-inch RCP gravity wastewater pipe, originally constructed in the 1950s. This project aims to enhance the wastewater infrastructure from the Trinity River to the Rochester Stormwater Pump Station (SWPS) in South Dallas. The rehabilitation is crucial due to the aging infrastructure and environmental considerations, particularly as parts of the pipeline are located within FEMA Regulatory Floodway and under USACE jurisdiction. The project manager for this initiative is Joe Felipe, P.E.

Work Details

The scope of work includes trenchless rehabilitation of approximately 4,790 LF using Machine Spiral Wound Liner (MSWL) and 360 LF using Cured-In-Place Pipe (CIPP), followed by HDPE slip lining for sections crossing the Trinity River. The work involves replacing existing manhole structures and rehabilitating existing ones, all of which are steel reinforced concrete. Flow control measures will be implemented using the upstream DWU Sunbeam Diversion Structure to manage river flow during rehabilitation. The contractor must adhere to specific technical specifications including: - Installation of CIPP liner systems (felt/tube and/or glass fiber reinforced) with approved curing methods (UV, steam, hot water). - All preparatory activities including cleaning, flow control, liner installation, curing, reinstatement, testing, and restoration must be completed as part of delivering a functional rehabilitated pipeline system.

Period of Performance

The contract is expected to commence upon award and continue until all rehabilitation work is completed as per the specifications outlined in the contract documents. Final specifications and procurement documents will be uploaded by May 8, 2026.

Place of Performance

The work will be performed in South Dallas along the pipeline alignment from the west side of the East Branch of the Trinity River to near the Rochester Stormwater Pump Station.

Bidder Requirements

Bidders must comply with the Developing Regional & Inclusive Vendor Enterprises (DRIVE) Policy which promotes small business participation in contracts over $100,000. Contractors must demonstrate Good Faith Efforts in engaging certified Small Business Enterprises (SBEs) as subcontractors or suppliers.
