Contracts or agreements awarded under this authority will be structured as fixed-price, including fixed-price incentive fee contracts. Through this initiative, JIATF 401 reaffirms its commitment to fostering innovation and enhancing manufacturing operations, ultimately delivering superior capabilities to our warfighters. JIATF 401 seeks to award the following, but is not limited to: FAR contracts under FAR Part 12, Commercial Procedures; or non-FAR agreements such as transaction agreements under 10 U.S.C 4022; and Cooperative Agreements under 31 U.S.C. 6305 for JIATF 401 and/or partners within the DoW or Interagency that are directly relevant to enhancing the effectiveness of developing, implementing, and advancing cutting-edge technology and strategies to defeat Unmanned Aerial Systems (UAS) threats from adversaries at home and abroad. This CSO may result in awards to proposals for commercial products, commercial services, and non-developmental items through multi-phased, competitive processes through 31 December 2028. The Government reserves the right to extend this CSO beyond the open until date by amendment if the authority is extended. This CSO may include awards for, but are not limited to, commercially available technologies immediately available, commercially available technologies fueled by commercial or strategic investment, concept demonstrations, pilots, and agile development activities that can incrementally improve commercial technologies, existing government- owned capabilities, or concepts for broad defense application.
Background The JIATF 401 is issuing this Commercial Solutions Opening (CSO) under DFARS Subpart 212-70 to enable the Department of War (DoW) and Interagency Partners to competitively procure solutions through a streamlined acquisition process. The goal is to expedite the award and delivery of critical technologies, particularly in enhancing operational readiness against Unmanned Aerial Systems (UAS) threats. This initiative emphasizes fostering innovation and improving manufacturing operations, ultimately delivering superior capabilities to warfighters. Work Details The CSO may result in awards for commercial products, services, and non-developmental items through multi-phased competitive processes. The contract structure will be fixed-price, including fixed-price incentive fee contracts. Proposals should focus on innovative commercial technologies and services that can enhance the effectiveness of developing, implementing, and advancing strategies against UAS threats. Key tasks include: 1. Submission of Phase 1 Solution Briefs not exceeding five pages detailing company information, executive summary, technology concept, and rough order of magnitude pricing. 2. Evaluation based on responsiveness to the Area of Interest (AoI), technical merit, and affordability. 3. If invited to Phase 2, companies must present their solutions in detail and may need to provide additional written submissions or demonstrations. 4. Phase 3 involves submitting a Comprehensive Solution Proposal (CSP) based on evaluations from previous phases. Place of Performance The contract performance locations are not explicitly stated but are implied to be within the operational areas relevant to JIATF 401 activities.
