Background

The City of Northwood is seeking a consultant for construction inspection and administration services for a project on Woodville Road, aimed at improving pedestrian access and safety. The project involves enhancements over a length of approximately 0.71 miles, including sidewalk replacement and the installation of a hybrid pedestrian signal. The estimated construction cost is $543,812.00.

Work Details

The contractor will provide construction inspection and administration services, which include: - Daily field engineering and inspection - Construction contract administration duties as per ODOT’s Construction Administration Manual of Procedures - Oversight responsibilities during preconstruction and active project administration - Materials management, testing, and certification for asphalt, concrete, and aggregate - Documentation of project progress through daily diaries and monitoring of quantities completed - Conducting progress meetings and schedule tracking - Payment processing including contractor payment summaries and reimbursement requests - Claims management including negotiation and approval processes - Ensuring compliance with prevailing wage laws and EEO contract requirements. Specific personnel required include: Project Inspector 1, Project Inspector 2 (1), Traffic Signals & Lighting Inspector (1), Construction Engineer Level 2 (1), Documentation Clerk (1). Equipment needed includes a Nuclear Density Gauge, Concrete Control Kit, and vehicles for site use.

Period of Performance

The project is expected to be awarded in June 2026 with completion anticipated by December 2026.

Place of Performance

The work will be performed on Woodville Road from Mason Street to S.R. 579 (Williston Road) in the City of Northwood, Wood County.

Bidder Requirements

Consultants must meet prequalification requirements set by ODOT for specific categories related to construction inspection. Only individuals are eligible for prequalified construction inspection activities. The prime consultant must ensure that all subconsultants providing engineering or design-related services are also prequalified in financial management system evaluation.
