Background

The City of Loveland is issuing this solicitation for the preparation of construction contract plans for the reconstruction of Loveland Madeira Road. The project aims to enhance access management, improve safety, and increase the longevity of the pavement. The estimated construction cost is $5,552,933.00.

Work Details

The services required include preparation of construction contract plans for the reconstruction of Loveland Madeira Road from South Lebanon Road to West Loveland Avenue. Specific tasks include consolidating drives for better access management, installing median islands to restrict turning movements, constructing new curb and gutter, new catch basins for improved drainage, and new signage and pavement striping for enhanced safety. The existing pavement will be milled and overlaid. Sidewalks will be installed: a 6' sidewalk on the southeast side and an 11' wide sidewalk on the northwest side of the road. The project length is approximately 2,200 feet.

Period of Performance

The anticipated completion schedule includes: Stage 1 Plans by 11/30/2026, ROW Plans (Preliminary) by 01/25/2027, ROW Plans (Compliance) by 04/19/2027, Stage 2 Plans by 06/28/2027, Stage 3 Plans by 02/14/2028, Final Tracings by 08/28/2028, and Final Plan Package by 01/01/2029.

Place of Performance

The work will be performed in Loveland, Ohio along Loveland Madeira Road from South Lebanon Road to West Loveland Avenue.

Bidder Requirements

Consultants must meet prequalification requirements set forth by ODOT in categories relevant to engineering and design-related services. Only individuals are prequalified for right-of-way acquisition services. The prime consultant and all subconsultants providing engineering services must be prequalified in Financial Management System Evaluation.
