Janitorial Services for the WRTP and Administration Building (Specialized)

Background

The Delaware County Regional Water Quality Control Authority (DELCORA) is seeking bids for specialized janitorial services for the Western Regional Treatment Plant (WRTP) and the Administration Building. The goal of this contract is to ensure that both facilities are maintained to a high standard of cleanliness and hygiene, which is essential for operational efficiency and compliance with health regulations.

Work Details

The contractor will provide all labor, supplies, materials, and equipment necessary to perform janitorial services at two locations: 1) the Administration Building located at 100 East Fifth Street, Chester, PA; 2) the WRTP located at 3201 West Front Street, Chester, PA. Services will include routine cleaning tasks as specified in Section XII of the bidding documents. Additionally, there will be a provision for approximately 50 hours of specialized work on an as-needed basis during the contract term.

Period of Performance

The contract period is from July 1, 2026, through June 30, 2027.

Place of Performance

Services will be performed at two locations: the Administration Building at 100 East Fifth Street, Chester, PA and the WRTP at 3201 West Front Street, Chester, PA.

Bidder Requirements

Bidders must submit a Bid Bond or certified check for 10% of the total bid proposal. They must also provide an Agreement of Surety and complete an Experience, Equipment & Financial Statement form. Foreign corporations must provide a Certificate of Authority to do Business in Pennsylvania or a covenant to obtain such certificate prior to award. Bidders are required to attend a mandatory pre-bid meeting scheduled for May 21, 2026.
